Tree Issue

The quick and dirty is there is a large and healthy tree that is just outside my property line and on city property, but the limbs are now hitting the side of my house. The limbs are JUST beyond what my telescoping tool can reach and probably too thick at this point to be able to cut through anyway. How do I handle? Of related note is that there is a tree on my neighbor's property that is entangled in the above ground power lines that end at his house and go underground starting at my house. I feel like the city has trimmed those in the past...maybe if that tree is on the city list then I could pay them to snip the two limbs nearby? What do you think?
